Modernizing Instrumentation Solutions for Test and Evaluation (MISTE)   3

The intent of this announcement is to provide the Draft Request for Proposal (RFP) for the Modernizing Instrumentation Systems Test and Evaluation (MISTE), Solicitation No. W900KK-19-R-0006. The Draft MISTE Statement of Work (SOW), Draft Delivery Order (DO) Test Network Modernization (TNM) Electronic Proving Ground (EPG) SOW, DO System-of-Systems Controlled Environment Test Infrastructure (SCETI) Atmospheric Conditions Enhancement (ACE), and other supporting documentation (Attachments 1 through 18) have been provided for your reference and review. All documents may be subject to change.

Questions and comments regarding this draft solicitation shall be submitted via email to the above POCs with the solicitation number in the subject line. The Government will post a response to all Draft RFP questions and comments on FBO provided they are received by 3:00 p.m. EST, 8 March 2019. Offerors shall use the MISTE Solicitation Questions-Comments form included as Attachment 16 in Section J of this draft solicitation. Questions received after the deadline may not be answered. Questions shall not include proprietary data.

This is not a formal RFP and no proposals are being requested at this time. The Government will not pay for any information received or costs incurred as a result of this announcement. Any cost associated with a response is solely at the interested respondent's expense.

The Government anticipates issuing the Final RFP electronically via the Federal Business Opportunities website (http://www.fbo.gov) in April of 2019. This date is subject to change.
