Description

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Philadelphia, PA, intends to award a Firm-Fixed-Price (FFP) Blanket Order Agreement (BOA) order to provide from Woodward Inc., engineering, technical, and logistical support for gas turbine control hardware and software for AG9140RF, AG9140HF, and AG9130HF Ship Service Gas Turbine Generators (SSGTGs). The proposed order includes Full Authority Digital Control (FADC) Systems Engineering Modernized FADC Program Support, Risk Management Framework (RMF) Support, Environmental Qualification Testing, Software Development, and Cyber Security Support.

The Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 3204(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1.

Interested parties, however; may identify their interest and capability by responding to the requirement. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

The applicable North American Industry Classifications System (NAICS) Code for this procurement is 541330 with a size standard of $25,500,000. The Product Service Code (PSC) for this effort is R425 Technical and Engineering Services.

Background
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy’s ships, submarines, military watercraft, and unmanned vehicles.

This contract is specifically for NSWCPD Code 424, which focuses on Surface Combatant/Gas Turbine Engineering. The goal of this contract is to provide engineering, technical, and logistical support for gas turbine control hardware and software for specific Ship Service Gas Turbine Generators (SSGTGs).

Work Details
The contractor will provide support for gas turbine control hardware and software for Models AG9140RF, AG9140HF, and AG9130HF SSGTGs. Key tasks include:
- Full Authority Digital Control (FADC) Systems Engineering Modernized FADC Program Support.
- Risk Management Framework (RMF) Support.
- Environmental Qualification Testing.
- Software Development.
- Cyber Security Support including implementing Secure Technology Implementation Guides (STIGs), Security Content Automation Protocols (SCAPs), vulnerability scans, and other cyber security controls.
- Participation in bi-weekly teleconferences to ensure efficient communication with Code 424.
- Production of reports, presentations, spreadsheets to update Code 424 on work progress.
- Travel to military sites and testing locations as required for engineering support.
- Support LBES testing once per year onsite at NSWCPD.
- Provide engineering support to repair/support FADC components.

Period of Performance
The period of performance for this contract shall be one year from the award date.

Place of Performance
The primary place of performance will be at the Naval Surface Warfare Center in Philadelphia, PA, with travel required to various military sites and testing locations.
