Description

The Army Contracting Command-Aberdeen Proving Ground, Division B intends to solicit on behalf of the US Army's Product Manager Wideband Enterprise Satellite Systems (PdM WESS) and the Project Manager (PM) Integrated Enterprise intends to negotiate a single award Firm-Fixed-Price/Cost-Plus Fixed-Fee/Cost Reimbursable Indefinite Delivery/Indefinite Quantity (IDIQ) contract for continued depot and sustainment requirements of the highly specialized Modernization of Enterprise Terminals (MET) Depot and Engineering Services Support (DESS). The contract will be negotiated with L3Harris Technologies Inc. of Palm Bay, Florida, with a five (5) year base ordering period. The proposed follow-on contract is in support of the Department of Defense (DoD) Wideband Global Satellite (WGS), Defense Satellite Communications (SATCOM) System (DSCS), and commercial satellite constellations.

The MET DESS contract is intended to continue providing essential sustainment services necessary to meet the DoD mandate of reliability, availability, and maintainability (RAM) of 99.9%, 99.95% and 99.98% respectively of the terminal systems in accordance with (IAW) the Capability Production Document (CPD) for the Enterprise Wideband SATCOM Terminal System (EWSTS), 28 March 2006, and other Defense Information Systems Agency Circulars (DISAC). This contract will provide sustainment for the 73 METs that include the high-altitude electromagnetic pulse (HEMP) systems installed worldwide, as well as engineering support for obsolescence and insertion of new technology. This contract will also provide installation support for the remaining 20 of 93 MET systems, procured on the 2009 MET production contract, that still require installation, as well as sustainment services support for those 20 MET systems over the next five years, and sustainment services for 15 legacy AN/GSC-52 Modernization (52 Mod) systems.

It is noted that market research for this Pre-solicitation notice was performed under Notice ID W519TC-25-R-DESS. It has been determined that L3Harris was the only viable respondent to this Sources Sought announcement. L3Harris is the only vendor with the data rights needed to fulfill the requirement. Additionally, results from the RFI confirm that although one additional vendor expressed an interest in the requirement by responding to the RFI, the results indicate that only the incumbent is fully capable of performing the requirement.

This notice of intent is published in accordance with FAR 5.201 and is NOT a request for proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Responses shall be no longer than ten (10) pages and provided in Microsoft Word compatible format.
