Background
The Bureau of Reclamation, part of the U.S. Department of the Interior, is seeking contractor services to support improvements to operational assumptions within the CalSim 3 model. This model is crucial for simulating operations of the Central Valley Project (CVP) and the State Water Project (SWP), which are vital for managing water resources in California. The goal of this contract is to enhance the model's capabilities and accuracy in response to evolving regulatory requirements and operational needs.

Work Details
The contractor will perform various tasks including:

1. **Project Management, Meetings, and Coordination:** Establishing weekly meetings for progress updates and coordination with Reclamation staff.

2. **Support Ongoing Needs for CalSim Model Development:** This includes creating a repeatable allocation procedure for CVP, implementing flexibility in COA accounting, supporting current COA implementation, improving model efficiency, redesigning Millerton Lake operations logic, implementing CVP operations of Delta Mendota Canal, creating a historical water sources database, and developing post-processing tools for QAQC and diagnostics.

3. **Data Management and Documentation:** Providing final models and documentation on all code developed under this contract by the end of the contract period.

4. **Support Operations and Modeling Staff:** Providing modeling support on an as-needed basis to assist with unforeseen tasks related to CalSim.

Period of Performance
The contract will have a base year from June 15, 2026 to June 14, 2027, with four option years extending through June 14, 2031.

Place of Performance
The work will be performed at the contractor's facility and other appropriate locations for meetings.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior CalSim 3 model development and logic support awards to Stantec Consulting Services (140R2024P0043, $2,000,000; 04/23/24–07/31/26) and MBK Engineers (140R2023P0027, $694,721; 04/21/23–09/20/25). The prior work descriptions indicate CalSim 3 development support and “model development and support [of] CalSim model logic,” which aligns closely with the current requirement to improve operational assumptions and supporting logic for allocation, exports, model efficiency, COA accounting, and Millerton operations. The scope reads like an ongoing continuation of CalSim 3 modeling enhancements rather than a new, unrelated effort.
