Description

The 763rd Enterprise Sourcing Squadron (763 ESS) is seeking sources to provide on-going support that provides Headquarters Air Mobility Command Directorate of Strategic Plans, Requirements, & Programs (HQ AMC A5/8) with the workforce necessary to manage Mobility Air Forces Electronic Flight Bag (MAF EFB) operational capabilities and requirements derived from validated user needs.

The 763rd ESS is seeking information for potential sources to provide MAF EFB Support. Headquarters Air Mobility Command's (HQ AMC) Directorate of Strategic Plans, Requirements, & Programs' (A5/8) primary responsibility is to oversee tanker and airlift concepts, budget strategies, manpower and organization, competitive sourcing, strategic planning and metrics, programs and policy, operations planning analysis, airlift and tanker doctrine, intergovernmental agreements, congressional interests, and management of the command's validated acquisition programs.

The EFB is a critical component to aircrew operations. The EFB is an electronic handheld device that enables removal of carry-on paper technical orders/flight manuals and provides ancillary situational awareness to the operator. Over time, the EFB has become critical and necessary equipment for aircrew operations. Since inception, support contractors have been necessary to assist with requirements development and sustainment of the EFB. This PWS is intended to continue necessary contractor support. The contractor shall support HQ AMC/A5R in managing EFB technical requirements and capabilities.

Background
The 763rd Enterprise Sourcing Squadron (763 ESS) is seeking sources to provide ongoing support for the Headquarters Air Mobility Command Directorate of Strategic Plans, Requirements, & Programs (HQ AMC A5/8). This support is necessary to manage the Mobility Air Forces Electronic Flight Bag (MAF EFB) operational capabilities and requirements derived from validated user needs.

The HQ AMC A5/8 is responsible for overseeing tanker and airlift concepts, budget strategies, manpower and organization, competitive sourcing, strategic planning and metrics, programs and policy, operations planning analysis, airlift and tanker doctrine, intergovernmental agreements, congressional interests, and management of the command's validated acquisition programs. The MAF EFB is a critical component for aircrew operations, enabling the removal of paper technical orders/flight manuals and providing situational awareness to operators. Support contractors have been essential for requirements development and sustainment of the EFB since its inception.

Work Details
The contractor shall provide support in managing EFB technical requirements and capabilities. Key tasks include:
1) Centralized Project/Requirement Management: Provide centralized task order management capability at the contractor site encompassing administrative, clerical, documentation functions.
2) Training Support: Provide training to group, wing, and squadron EFB managers on device activation, password resets, device unlocks, lost mode initiation/retrieval, maintenance/restoration functions on End User Stand Alone devices.
3) EFB Help Desk Support: Offer guidance to Air Force EFB managers in resolving local issues via telephone, email, and on-site assistance while enforcing mobile device policies.
4) Quality Control: Maintain a Quality Control Plan (QCP) for quality assurance of all services performed under this task order.
5) Performance Evaluation: Ensure contractor performance meets government requirements through a Quality Assurance Surveillance Plan (QASP). Deliverables include Monthly Status Reports, Summary Reports/Position Recommendations, Post Award Conference Minutes among others.

Period of Performance
The period of performance will be defined in the contract but will encompass ongoing support as needed based on operational requirements.
