The Naval Sea System Command (NAVSEA) is hereby issuing a RFI on behalf of the U.S. Navy and Foreign Military Sales Boats, and Craft Program Office (PMS 300), to assist in informing the procurement strategy phase to design, construct, test, outfit, and configuration manage, and program manage the Mobile Ship Target (MST) to replace the existing MST. The existing MST is currently in use by Naval Air Warfare Center Weapons Division (NAWCWD). Design and construction of one craft is anticipated. The RFI responses will assist NAVSEA in developing and further defining procurement and acquisition strategies. RFI responses will also serve as a means for shipyards to communicate their design and construction capabilities. Please note that only shipyards located in the U.S. will be eligible to submit a proposal should an RFP be issued for MST.

Background
The Naval Sea System Command (NAVSEA) is issuing a Request for Information (RFI) on behalf of the U.S. Navy and Foreign Military Sales Boats, and Craft Program Office (PMS 300) to assist in informing the procurement strategy phase to design, construct, test, outfit, and configuration manage, and program manage the Mobile Ship Target (MST) to replace the existing MST. The RFI responses will assist NAVSEA in developing and further defining procurement and acquisition strategies. Only shipyards located in the U.S. will be eligible to submit a proposal should an RFP be issued for MST.

Work Details
The effort is for the design and construction of one 260 ft MST under a Firm Fixed Price (FFP) Contract. The MST is a mobile ship-sized target utilized for weapon system test and evaluation events on the Point Mugu Sea Range. The contemplated contract would be to design, construct, test, outfit, configuration manage, and program manage the MST.
The ship hull will be welded steel, mono-hull constructed, and the design service life of the ship will be a minimum of ten years.
The Navy is requesting information from shipyards and boat builders capable of constructing the craft described above.
