Mobile Ship Target (MST)   4

This announcement is to post a draft solicitation (see attached documents) for the procurement of one (1) 260 ft Mobile Ship Target (MST). The effort is for the design, construction, for the acquisition of one (1) MST under a Firm Fixed Price (FFP) Contract. The solicitation will include a technical data package, vendor recommended spares, crew familiarization, special studies and documentation, and packaging and delivery. The MST is a mobile ship sized target utilized for weapon system test and evaluation events on the Mugu Sea Range. This contract will be to design, construct, test, outfit, and configuration manage, and program manage the MST.

The overall objective of providing the draft solicitation is to provide industry and interested parties with information that will assist in the understanding of current technical requirements and to gain feedback from industry. The Government will use this notice as part of the pre-solicitation process. The Government will provide the J-1 Technical Specification Document upon request.

The Naval Sea Systems Command (NAVSEA) intends to issue a Small Business Set-Aside Competitive Request for Proposal (RFP) to North American Industry Classification System (NAICS) code 336611 during the 3rd quarter of FY23 in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items.

The draft of the solicitation is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis. The information contained herein is subject to modification and in no way binds the Government to award a contract.
