Description

The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) intends to negotiate on a sole-source basis with NI Government Services, Inc. for access to its satellite-communications system/network per the attached justification.

While this is not a request for competitive quotes, all interested parties believing they can meet the requirements may submit a response describing their ability to satisfy this requirement as described within said justification. This notice neither obligates the Government to award a contract nor pay for the resulting responses/information.

The Government: 1) has the sole discretion to determine not to compete this proposed -contract acquisition based upon responses to the notice; 2) reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate; & 3) is under NO obligation to acknowledge receipt of a respondent's submission(s) or provide feedback to such.

Background
The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) intends to negotiate on a sole-source basis with NI Government Services, Inc. for access to its satellite-communications system/network. This acquisition is conducted under the authorities for procurements under the Simplified Acquisition Threshold (SAT) and for other than full and open competition to meet the agency’s needs.

Work Details
This action is to acquire MSAT-G2 service for ATF’s 20 satellite-radio terminals/devices, to include two-way radio, point-to-point dialing, push-to-talk (PTT) capability integrated with telephony that provides nationwide interoperability for state, local, and international public-safety and public-service agencies, and satellite-mutual-aid-radio talk (SMART) services throughout North America.
The period of performance will be for one base period of 11 months (September 1, 2023 – July 31, 2024) and four option years (August 1, 2024 – July 31, 2028), for a total-estimated cost of $156,314.00.
