Mobile Crane - 100-ton capacity

Background
The Tobyhanna Army Depot has a potential requirement to procure a mobile crane with a minimum 100-ton capacity and 150-ft boom to handle and maneuver large Command, Control, Communications, Computers, Intelligence, Surveillance, & Reconnaissance (C4ISR) systems and assemblies efficiently and safely.

The crane should be suitable for outdoor use, focusing on mobility, precision, user-friendly interface, operator programmable electronic controllers, and safety.

Work Details
The mobile crane system must meet the following specifications:
- Weight Capacity: Minimum load capacity of 100 US tons.
- Weights & Dimensions: Gross vehicle weight not exceeding 130,000 lbs; stowed travel dimensions not exceeding 14 ft in height, 12 ft in width, and 50 ft in length; four-wheel steering with a maximum outside turning radius of 26 ft.
- Engine & Emissions: Powered by a Tier 4F diesel engine or latest EPA compliant configuration with at least 275 hp; engine protection system against overheating; ECO mode feature for noise reduction and fuel efficiency.
- Hydraulic System: Must include a relief valve for overload protection and an intake filter to prevent foreign matter entry.
- Boom: Maximum extension capability of at least 150 ft; minimum stowed length not exceeding 40 ft; elevation angles from -3 to +80 degrees.
- Electrical System: 24 VDC with two maintenance-free batteries; all circuits fuse protected and wiring color coded.
- Method of Mobility: Designed for operation on rough terrain.
- Crane Control System: Features include Rated Capacity Limiter (RCL), anti-two block system with warnings, display for boom parameters and load conditions, and work area definition system.
- Lifting Hooks: Equipped with a 12 US ton single line headache ball and a 90 US ton five sheave hook block.
- Transmission/Travel: Automatic transmission with at least 5 speeds forward/reverse; minimum travel speed of 15 mph.
- Operator Controls: Adjustable tilt/telescoping steering column with necessary controls for boom operation.

Bidder Requirements
Bidders must demonstrate capabilities in providing complete turnkey solutions including commissioning and training. A brief capabilities statement package is required detailing experience in similar mobile crane systems.
