The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Wildlife Services (WS), National Rabies Management Program (NRMP) requires a mobile command center trailer for Oral Rabies Vaccine operations across the United States. This solicitation will result in a one-time purchase order. Trailer will be picked up by the end-user at the manufacturer's facility upon completion of build. This will be a total small business set-aside under NAICS code 336214 (size standard 1,000).

Background
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Wildlife Services (WS), National Rabies Management Program (NRMP) intends to procure a mobile command center trailer to support oral rabies vaccine operations across the U.S.

This contract aims to enhance the operational capabilities of the NRMP by providing a specialized mobile unit for vaccine distribution and management.

Work Details
The contract requires the delivery of one (1) mobile command center trailer with the following specifications:
- Chairs: Herman Miller with arms and adjustable back support
- Drawers: toolbox type
- HVAC system capable of withstanding temperatures from 0-105 degrees Fahrenheit
- Gooseneck trailer design with storage space and access in gooseneck
- Low body with wheel wells inside floor space
- Generator fuel tank positioned low for easy filling
- Generator capacity: at least 20KW
- Solar panels to power 12V lights and refrigerator for at least 24 hours when generator is off
- Ability to plug into a 220 service to run the trailer
- Electric outlets for external equipment from command post
- Standard size refrigerator/freezer (approximately 15 cu ft), microwave/convection oven, and additional cabinets
- PVC smooth style flooring
- Six workstations (two on each slide-out)
- 36-inch doors with push bar on interior and keypad lock
- Locking rack system for stacking pelican cases with keypad lock
- Interior lighting: 12V LED lights
- Pocket door between front and back sections
- Full electric awnings on both sides
- Hydraulic braking system with remote electric brakes
- Exterior scene lights, smooth exterior without rivets, auto-leveling features, soundproofing interior, maximum electrical outlets and USB ports, shallow cabinets for electric panel and leveling system, drop shelf cabinets, nine-foot slide-outs on each side with windows, backup camera, amber strobe lights, minimum length of 40 feet, Starlink wiring, magnetic marker board across from front entry door.

Period of Performance
Delivery is required within twelve (12) months after receipt of order.

Place of Performance
The trailer will be picked up by the end-user at the manufacturer’s facility upon completion of build.
