Mobile Asphalt Technology Center (MATC) Program

Background
The Federal Highway Administration (FHWA) Office of Preconstruction, Construction, and Pavements (HICP-40) oversees the MATC Program. The MATC Program is essential in the demonstration and deployment of new asphalt pavement technologies, materials laboratory and field evaluation test procedures, and sustainable materials design methods. To accomplish this requires continued refinement of these new procedures and methods, and the demonstration and dissemination of information to government, industry, and academic personnel.

Work Details
The objective of this contract is to provide technical assistance on-site to the asphalt pavements community on various technologies, test procedures, and quality initiatives. The program is to focus on assisting State agencies and their stakeholders with initiatives by providing technical assistance, hands-on demonstration, and training materials to design, produce, and construct longer lasting, safe, and sustainable asphalt pavements. The MATC Program also supports the implementation of Balanced Mixture Design (BMD), Performance Engineered Pavements, and Intelligent Construction by coordinating with stakeholders, sharing data, and facilitating the implementation of emerging test procedures.

Period of Performance
The Period of Performance shall be for a 12 month Base Period from the effective date of contract award and 4 12 month Option Periods. All work and services required hereunder, including option periods, shall be performed within 60 months from the effective date of the contract award.

Place of Performance
The Contractor shall provide total supervision of its staff. Government personnel are not authorized or permitted to supervise any Contractor personnel. The Contractor's Program Manager (PM) for this contract shall communicate with the COR to determine 's work requirements as set forth in the SOW and shall assure that these requirements are fulfilled.
