**The Air Force hereby rescinds special notice no. 24Q4002, issued 6 Oct 2023. The Air Force is exploring options for acquiring MAAS trailers and will provide additional information as it becomes available**

SYNOPSIS/NOTICE OF INTENT TO LIMIT SOURCES

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 - Synopses of Proposed Contract Actions. The contracting office for this notice is the 772 Enterprise Sourcing Squadron (ESS)/PKD, Tyndall AFB, FL 32403.

The 772 ESS intends to award a limited sources purchase order for an estimated 18 Mobile Aircraft Arresting System (MAAS) trailers. MAAS trailers are a commercially modified trailer for military use to support aircraft returning from missions to battle-damaged airfields. The MAAS trailer is a standard BAK-12 aircraft arresting system made mobile through installation on a MAAS trailer. This trailer has a unique feature/requirement by which it must be able to lower itself (kneel) to the ground using its on-board hydraulic system in order to be secured to concrete, asphalt, or soil surface using cruciform stakes, moil points, and stake lines.

Competition will be limited to Curtiss Wright Flow Control Service, LLC/Engineered Arresting Systems (ESCO) and ATECH Inc. The basis of this justification is limiting competition to vendors that have received first article testing and approval from AFLCMC. The NAICS code for this requirement is 336413. The size standard as defined by the U.S. Small Business Administration is 1,250 employees. This notice incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2023-05 effective 22 September 2023. The anticipated award date is unknown. The proposed contract action is limited Source only.

This Synopsis/Notice of Intent is not a request for competitive quotations. No solicitation or RFQ will be forthcoming. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the Government. All information submitted should support the offeror's capability to provide the supplies required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating any offeror's capability to provide these services. Verbal responses are not acceptable and will not be considered.
