Background
The Moab Remedial Action Contract (Moab RAC) is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the Department of Energy (DOE) for the remediation of the Moab Project Site, which includes the former Atlas Minerals Corporation uranium-ore processing facility located in Grand County, Utah.

The site encompasses approximately 435 acres, with a significant portion covered by uranium mill tailings. The goal of this contract is to relocate contaminated materials and achieve project completion while ensuring safety and environmental protection.

Work Details
The contractor shall perform all necessary tasks to complete the remediation of the Moab site, including:
1. Relocating mill tailings and associated wastes to a DOE-constructed disposal facility near Crescent Junction, Utah.
2. Maintaining facilities, grounds, and railroad structures at both the Moab Site and Crescent Junction disposal cell.
3. Executing project management practices to ensure cost and schedule efficiency while minimizing risks.
4. Submitting monthly performance reports detailing contract performance, key accomplishments, major issues, technical scope variance analysis, and safety matters.
5. Implementing a Waste Management Plan that identifies, characterizes, packages, transports, and disposes of waste materials.
6. Conducting excavation activities for radioactive material (RRM) tailings pile and ensuring compliance with environmental regulations.
7. Maintaining a Radiation Protection Program compliant with 10 CFR 835 to protect workers and the public during remediation activities.

Period of Performance
The period of performance for this contract is from October 1, 2021, to September 30, 2031.

Place of Performance
The work will be performed at the Moab Project Site in Grand County, Utah, and at the Crescent Junction disposal facility.
