SUMMARY

This announcement constitutes a Request for Information (RFI) notice for planning purposes only. This request does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the services identified in response to this notice. No solicitation documents exist at this time. Participation in this RFI is neither mandatory nor is it requisite to future participation by a Contractor or any potential future solicitations/contracts.

The Office of Program Management Saudi Arabian National Guard (OPM-SANG) in support of the Saudi Arabian Ministry of National Guard (MNG) is seeking additional information from vendors of insurance products in the Kingdom of Saudi Arabia: The contractor shall be Council of Cooperative Health Insurance (CCHI) and Saudi Arabian Monetary Agency (SAMA) certified in the Kingdom of Saudi Arabia to provide Life and Health Insurance Services. The contractor shall provide medical, vision and dental insurance as described within the Performance Work Statement (PWS) to MNG Students and their accompanied dependents who are attending training courses in the United States.

OPM-SANG and the Army Contracting Command-Rock Island (ACC-RI) are seeking vendors to provide feedback, questions, or concerns or information from interested contractors who could provide Medical, Dental, and Vision insurance in accordance with the PWS, attachment 0001.

Please provide responses to this RFI to Ms. Olivia Carroll, olivia.k.carroll2.civ@army.mil and Ms. Holly Gibbs, holly.a.gibbs3.civ@army.mil no later than April 18, 2025. All responses shall be via e-mail. No phone calls please. Responses to this RFI will not be returned. The Government is only seeking comments, concerns, and recommended changes/improvements to the attached PWS. No reimbursement will be made to respondents for any costs incurred in responding to this RFI in response to this announcement or any follow-up information requests.

Background
The Office of Program Management – Saudi Arabian National Guard (OPM-SANG) is seeking information from vendors of insurance products in the Kingdom of Saudi Arabia to provide Life and Health Insurance Services for MNG Students and their dependents attending training courses in the United States.

The contractor must be certified by the Council of Cooperative Health Insurance (CCHI) and the Saudi Arabian Monetary Agency (SAMA). This RFI is for planning purposes only and does not indicate a formal solicitation process.

Work Details
The contractor shall provide medical, vision, and dental insurance as outlined in the Performance Work Statement (PWS). Specific requirements include:
1. Eligibility for coverage includes all MNG students, their spouses, sons, daughters (under 18), unmarried daughters (under 25) who are fully dependent on the employee, and other specified dependents.
2. Enrollment must occur prior to departure for the U.S., with immediate withdrawal upon return after training completion.
3. Premium adjustments may occur based on claims, with annual requests allowed.
4. Comprehensive health services benefits include:
- In-Patient Mandatory Benefits such as hospitalization treatment, surgical procedures, organ transplants, home nursing, physiotherapy, private ambulance services, and international emergency services.
- Out-Patient Mandatory Benefits including consultations with medical practitioners, cancer treatment, alternative therapies, wellness tests for adults and children.
- Maternity benefits covering routine and complicated care.
- Dental care benefits with specific classes of treatment covered.
- Vision benefits including eye examinations and corrective lenses.

Place of Performance
The insurance services will be provided to MNG Students and their dependents while they are attending training courses in the United States.
