MN-MN VLY NWR-Vehicle Lift Purchase and Installation

Background
The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for the purchase and installation of an automotive lift at the Minnesota Valley National Wildlife Refuge in Bloomington, MN. The goal of this contract is to enhance the operational capabilities of the refuge by providing a reliable vehicle lift that meets specific safety and performance standards.

Work Details
The contractor will be responsible for the purchase, delivery, and installation of one (1) Rotary SPO20-TA/SPO20N0T0-BL 2-post above-ground automotive lift with a capacity of 20,000 lbs. This includes all necessary accessories and labor for a full turn-key installation. The contractor must ensure compliance with OSHA standards, manufacturer installation guidelines, and local building codes. Only fully ALI/ETL-certified lifts will be considered acceptable.

The scope of work includes:
- Installation of the 2-post lift in an existing bay.
- Startup and placement into service, including electrical connections.
- Partial decommissioning and cement capping of an existing SmartLift.
- Submission of shop drawings indicating dimensions, tolerances, connection details, anchorage spacing, hardware locations, and installation details.
- Provision of product data showing component construction and anchorage methods.
- Compliance with quality assurance requirements including manufacturer qualifications and installer qualifications.

Period of Performance
The period of performance for this contract is from January 12, 2026 to March 11, 2026.

Place of Performance
The contract will be performed at the Minnesota Valley National Wildlife Refuge located at 15850 Rapid Lake Road, Carver, MN 55315.
