Background
The U.S. Fish and Wildlife Service (FWS) is issuing a solicitation for janitorial services at the Big Stone National Wildlife Refuge (NWR) located in Odessa, Minnesota. The goal of this contract is to maintain satisfactory facility conditions and ensure a clean, neat, and professional appearance at the headquarters office and shop building.

The contract includes a base period with up to four option years, emphasizing the importance of standard janitorial practices and proper use of cleaning materials.

Work Details
The contractor will be responsible for providing all necessary services, supervision, labor, transportation, management, and supplies as outlined in the Statement of Work. Key tasks include:
1. Performing scheduled cleaning and sanitation tasks as identified in the Statement of Work.
2. Establishing a staffing plan that includes personnel numbers, supervision methods, and continuity procedures during employee absences.
3. Ensuring work can be performed during required periods including weekends and after-hours access.
4. Implementing quality control procedures to ensure services meet commercial janitorial standards.
5. Conducting background checks on personnel as required by security protocols.
