Mn-Agassiz NWR-Upper CCC WCS Replacement

Background
The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for the construction of water control structures at the Agassiz National Wildlife Refuge in Middle River, Minnesota. The goal of this contract is to replace the Upper CCC Water Control Structure and repair the Madsen Water Control Structure, along with constructing a Bypass Water Control Structure. This project aims to enhance water management capabilities within the refuge, supporting its mission of wildlife conservation and habitat management.

Work Details
The contractor will perform the following tasks:

1. Install a new Water Control Structure (WCS) from Upper CCC Pool to Middle CCC Pool.

2. Repair the existing Madsen WCS by removing both concrete flared end sections, re-bedding, resetting them, and placing additional riprap downstream of outlets.

3. Construct a Bypass WCS as detailed in the attached statement of work.

The contractor is responsible for all materials and must adhere to specified construction standards including Mn/DOT specifications for bedding and backfill materials. The work must minimize soil disturbance and prevent the spread of invasive species.

Period of Performance
The contract performance period is from July 17, 2025, to August 31, 2025.

Place of Performance
All construction activities will take place at the Agassiz National Wildlife Refuge located at 22996 290th Street NE, Middle River, Minnesota 56737.
