The Government will not reimburse the cost of any submission in response to this announcement the entire cost of any submission will be at the sole expense of the source submitting the information. The information contained herein is subject to modification and in no way binds the Government to award a contract.

The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the procurement of Multifunction Modular Mast (MMM) Payload Sensor production, modernization , engineering services, and spares for VIRGINIA and LOS ANGELES Class submarines. The efforts include program management, engineering, systems engineering, logistics and supportability engineering, configuration management, hardware integration, testing, evaluation, and installation. The MMM Payload System is a subsystem of the MMM and AN/BLQ-l0 Electronic Warfare (EW) System and it supports the global superiority of the U.S. Navy by providing communication enabling capability for Unmanned Aerial Vehicle (UAV) command and control for U.S. Navy fleet submarines, Line-of-Sight (LOS) communications, and Electronic Warfare (EW) capabilities.

A solicitation is anticipated to be released in February 2025. Attached to this pre-solicitation notice is the DRAFT Solicitation (which is subject to change). The Government will accept specific questions or comments submitted in response to the DRAFT solicitation and may consider them for the final solicitation. However, the Government may or may not be able to provide answers to questions at this time. The comments or questions shall be submitted to Mr. Patrick Dooley at patrick.s.dooley3.civ@us.navy.mil and Ms. Ashley Thompson at ashley.p.thompson4.civ@us.navy.mil. The subject line of the email should read "(Company Name) DRAFT RFP Response MMM Payload Competition N00024-25-R-6234."

A sources sought notice was issued related to this synopsis via the System for Award Management (SAM) website (https://sam.gov) on 28 March 2024 by Naval Sea Systems Command (NAVSEA) Program Executive Office Undersea Warfare Systems (PEO UWS) for the Multifunction Modular Mast (MMM) Payload system under solicitation number N00024-24-R-6234.

It is recommended that interested parties should get familiar with the solicitation application of Procurement Integrated Enterprise Environment (PIEE). If a solicitation is issued it will be done electronically via the System for Award Management (SAM) website (https://sam.gov) and interested parties must comply with that announcement. SAM is the single point of entry for posting of the synopsis and solicitations. Interested offerors should monitor SAM for the release of the solicitation, and any applicable amendments. Offerors must be registered in SAM to participate in this procurement at https://www.sam.gov/portal/public/SAM/.

Background

Work Details

- Engineering and Technical Support: 6,300 hours (CLIN 0001)
- Other Direct Costs (ODCs): Cost ceiling amount of $158,000 for incidental material and travel support related to CLIN 0001 (CLIN 0002)
- MMM Payload Sensor: 6 each as an option with CPIF structure (CLIN 0003)
- Data deliverables for all CLINs as FFP (CLIN 0004)
- Data Rights/Upgrade License Rights as an option (CLIN 0005)
- Additional options include Engineering and Technical Support hours totaling 4,600 hours (CLIN 0101), ODCs with a cost ceiling of $162,000 (CLIN 0102), additional MMM Payload Sensors (CLIN 0103), and further options through CLINs 0201 to 0501 covering various engineering support services and spare parts.
