Background
The Naval Air Warfare Center Aircraft Division (NAWC-AD) is issuing a Request for Proposal (RFP) for a Firm Fixed Price (FFP) contract to procure Peculiar Support Equipment (PSE) for the V-22 Aircraft, which supports both Domestic and Foreign Military Sales (FMS) platforms. This solicitation is designated as a 100% Small Business Set-Aside.

Work Details
The contract involves the manufacture, assembly, inspection, and delivery of Intermediate & Depot (I&D) Level Peculiar Support Equipment (PSE) kits for the V-22 Aircraft. Specific items include:

Additionally, several specific cycling fixtures are required:

All drawings are considered Export Controlled and require a certified DD Form 2345 to access.

Bidder Requirements

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior award N6833523D0029, awarded to Avioss for $5,066,246 (08/07/23–08/08/28), which covered the manufacture, assembly, inspection, and delivery of V-22 peculiar/common support equipment including NLG cycling fixtures. The current requirement for “Cycling MLG/NLG Test Fixtures” is consistent with that earlier scope and looks like a continuation or follow-on procurement of specific cycling fixture drawings under the same V-22 PSE effort. Avioss also received smaller related awards under the same contract vehicle for wheel tool sets and “COMBO 8 DO 5,” further indicating ongoing production of V-22 support equipment items.
