The U.S. Army Contracting Command Rock Island, on behalf of the Project Director Joint Products, is issuing a sole-source firm-fixed price solicitation to General Dynamics Ordnance and Tactical Systems (GD-OTS), Garland, Texas, for Fiscal Year (FY) 2024-2028 requirements of the MK80 Series General Purpose (GP) Bomb Bodies, which consists of the following components:

This proposed sole-source contract is under the authority of 10 United States Code 3204(a)(3)(a), as implemented by Federal Acquisition Regulation (FAR) 6.302-3, Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. As described in FAR 6.302-3(b)(1)(i) and (iv), full and open competition need not be provided for when it is necessary to keep vital facilities or suppliers in business or make them available in the event of a national emergency and to create or maintain the required domestic capability for production of critical supplies by limiting competition to items manufactured in the United States or is outlying areas. GD-OTS is the only domestic producer that possesses the interest and the required manufacturing capabilities to manufacture the MK80 Series GP Bomb Bodies.

The maximum contract quantity that can be awarded is 150,000 each bomb bodies , to be comprised of any combination of bomb bodies included in the RFP. The contract will also contain First Article Test requirements.

This notice of intent is not a request for competitive proposals as this solicitation is restricted to GD-OTS, Garland, TX. All responsible sources, however, may submit a capability statement via email to Ms. Danielle M. Walters, Contract Specialist, at danielle.m.walters3.civ@army.mil. The Agency will consider any such submission. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
