These munitions are required to support the U.S. Air Force and U.S. allies in bombing missions. Tritonal Bomb Kits are used as building blocks for numerous variants of non-guided and precision-guided air delivered munitions.

This proposed sole-source contract is under the authority of 10 United States Code 2304(c)(3), as implemented by Federal Acquisition Regulation (FAR) 6.302-3, Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. As implemented by FAR 6.302-3(b)(1)(i) and (iv), full and open competition need not be provided for when it is necessary to keep vital facilities or suppliers in business or make them available in the event of a national emergency, and to create or maintain the required domestic capability for production of critical supplies by limited competition to items manufactured in the U.S. or its outlying areas.

GD-OTS possesses the unique bomb body manufacturing capabilities and the expertise necessary to procure and provide the other components of the Tritonal Bomb Kits. The bomb body capabilities involve specialized skills, equipment, and facilities, which have been developed over many years by GD-OTS to meet production, safety, and quality requirements of GP bomb bodies. Further, GD-OTS has successfully developed the expertise necessary to provide the Tritonal Bomb Kit components, in the time required to meet the USAF demand.

The resulting contract will be a five-year Indefinite Delivery Indefinite Quantity contract. The guaranteed minimum quantity, which can be comprised of any combination of the Tritonal Bomb Kits, is 10,000 each empty case assemblies with associated components. The contract will also contain First Article Test requirements.

This notice of intent is not a request for competitive proposals as this solicitation is restricted to GD-OTS, Garland, TX. All responsible sources may submit a capability statement via email to Ms. Danielle Walters, Contract Specialist, at danielle.m.walters3.civ@mail.mil. The Agency will consider any such submission. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
