MK44 SYS SAFETY CRITICAL OBJECTIVE QUALITY EVIDENCE

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Synopsis/Solicitation N0017820Q6956 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18. The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System.

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis from Alliant Technology Systems Operations, LLC acting by and through Northrup Grumman Defense Systems, 4700 Nathan Lane Plymouth, MN 55442-2512 for analyses of the new series 435-5002-7 Gun Control Unit (GCU) outlined in the attached Statement of Work (SOW) and attached SF18, Request For Quote. All analysis reporting shall be in accordance with the attached Contract Requirements Data List (CDRLs A001- A004) and Data Item Description (DID).

Failure to procure thiz services will have a direct impact on overall program schedule. The assessment of other potential sources that would meet requirements would require additional analysis resulting in unacceptable delays in the program. If a significant safety issue related to the MK44 that requires significant rework or mitigation is not identified until later in the program PM AAA will not have the ability to adjust schedule and resources to address the issue. This places the entire program effort at risk for cancellation. Cancellation of the program will result in the loss of investment on the program and the inability of the Marine Corps to field an identified required tactical capability.

Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable.
