Offerors are hereby notified that the solicitation for the MK 9 Tracker-Illuminator System (TIS) Replacement Continuous Wave Tracking Illuminator (CWTI) requirement N00024-19-R-5414 has been posted.
Information related to the MK 9 TIS Replacement CWTI requirement was previously posted on 15 January 2020 under the pre-solicitation notice: MK 73 Mod 3 Transmitter Replacement, solicitation number N00024-19-R-5414. Please refer to this solicitation notice (N0002419R5414) and all subsequent updates/posts for the most current documents and information. All questions shall be submitted in accordance with the instructions found under Section L of this solicitation.
There will be classified attachments for the solicitation phase. Technical documents and other Government Furnished Information (GFI) will be provided by e-mail.
IMPORTANT: In order to receive GFI and be considered for contract award, each company must have a SECRET facility clearance before receipt of GFI. Therefore, prime contractors interested in bidding under any subsequent solicitation must be able to receive classified documents up to the SECRET level and must be a United States (U.S.) company or an independent U.S. subsidiary. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary, although the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations (ITAR) and requires the issuance of an export license by the U.S. Department of State. Contractors interested in receiving these documents shall complete Attachment 1, DD Form 254 (Contract Security Classification Specification), Attachment L-4 (Unclassified Terms of Use Agreement), Attachment L-5 (Classified Terms of Use Agreement), and Attachment L-6 (Classified Material Request Form) attached to this solicitation notice. In addition, companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information. Upon receipt, the Contracting Officer will be able to provide the requested documents. The Government will not provide sponsorship for new or upgraded personnel or facility clearances.

Background
The solicitation N00024-19-R-5414 is for the MK 9 Tracker-Illuminator System (TIS) Replacement Continuous Wave Tracking Illuminator (CWTI) requirement. The Navy is still conducting evaluations for this requirement, and the solicitation has been amended multiple times to incorporate the latest updates. The contract requires classified attachments, and companies must have a SECRET facility clearance to receive Government Furnished Information (GFI) and be considered for contract award. Work Details
The contract requires the calibration of test, measurement, and diagnostic equipment and automatic test systems used to monitor and test systems, equipment, devices, and environmental conditions. The accuracy of this equipment is ensured through measurement traceability, maintenance, and calibration to U.S. national standards ANSI/NCSL Z540.3 or ISO/IEC 17025. Calibration certification to Navy standard NAVSEA 04-4734B is acceptable. All calibrations supporting this contract shall meet the requirements of OPNAVINST 3960.16. If subcontracting or outsourcing calibration, the respective calibration laboratory must also meet specific requirements. Additionally, the contract includes clauses related to NIST SP 800-171 DoD Assessment Requirements and certified cost or pricing data.
