Description

This is a sources sought notice in accordance with FAR Part 10 in anticipation of a potential future Request for Proposals (RFP). The Department of the Navy (DoN) is conducting market research to determine industry capability in delivering fully qualified transmitters for use with Mk 57 NATO SEASPARROW Surface Missile Systems (NSSMS) as installed onboard Nimitz and Ford class aircraft carriers, and America and Wasp class amphibious assault ships. The Department of the Navy (DoN) intends to conduct this market research to arrive at the most suitable approach to acquiring, distributing, and supporting supplies and services, with an emphasis on contractor ability to meet schedule, and technical suitability and maturity of the product. The information obtained from submitted responses may be used in development of an acquisition plan or strategy and future solicitation.

The required delivery dates (RDD) for initial units is February 2023. The DoN expects to procure six (Qty 6) transmitters initially with possible option(s) to procure up to an additional sixteen units (Qty 16). The delivered transmitters must be compatible with fielded Evolved SEASPARROW Missle (ESSM) systems and must meet all existing interface and performance requirements. More specifically, the transmitter design shall be compatible within the exiting Mk 73 Mod 3 transmitter spaces and ship infrastructure. A listing of primary requirements is provided in Enclosure (1).

Industry is asked to evaluate the information provided in this notice and submit capability statements detailing their ability to provide the design, manufacture a solution, and deliver hardware in accordance with the RDD date of February 2023. Interested business organizations should submit a tailored capability statement for this requirement that clearly details the ability to perform the aspects of the notice described above and demonstrates similar work that has been performed in the past. Please list recent contracts which validate your capability to perform these requirements. Please state your size status. Company brochures that do not contain information responsive to this request for information will not be evaluated. All proprietary information should be marked as such. Responses will be held in a confidential manner. U.S. Government will retain all information submitted.

PLEASE NOTE that submitted information may be shared with contractor support personnel from BAE Systems Technology Solutions and Services under contract N00024-17-F-3007. Submitting any information constitutes consent for the Government to disclose the information to these BAE personnel. Any sources who objects to this are to contact the Contracting Officer directly.

Responses may be submitted electronically and must be compatible with Microsoft Office. Responses shall be single-spaced using 12-point font size and shall not to exceed 15 single-sided pages. The capability statement in response to this sources sought must be received at the identified address or by the identified point of contact no later than the stated submission deadline.

This is a sources sought notice. This neither constitutes a RFP, Request for Quote (RFQ), nor does it restrict the Government from an ultimate acquisition approach. This notice does not constitute a commitment by the Government to issue an RFP, RFQ, contract, or order. This request for information is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. The U.S. Government is not obligated to notify respondents of the results of this sources sought notice. All information is to be submitted at no cost or obligation to the U.S. Government. No award will be made as a result of this sources sought notice. Requests for regarding future solicitation will not receive a response. If a formal solicitation is generated at a later date, a solicitation notice will be published.
