MK 41 Vertical Launching System (VLS) Design Agent Engineering Services

Offerors are hereby notified that the Request for Proposal (RFP) for the MK 41 Vertical Launching System (VLS) Design Agent Engineering Services, including production support, system product improvement, new missile integration into MK 41 VLS (includes electronics, software, launcher mechanical, and canister design, test and integration), studies to improve launcher and canister reliability, MK 41 VLS integration into new ships, producibility enhancements, launcher/canister upgrades/remanufacture, material orders/spares support, depot support, failure investigations, ORDALT design and installation and INCO support for new construction and follow on USN and Allied Navy availabilities requirements N00024-19-R-5393 has been posted. The solicitation will result in award of two separate contracts; one for the mechanical requirements and one for electronic requirements. Offerors may submit a proposal for the mechanical requirements or the electronic requirements, or separate proposals for both. There are four controlled attachments (Attachments 9, 10, 11, and 13) and two controlled exhibits (Electronics Item 0100 Exhibits A-K and Mechanical Items 1100 exhibits A-K) which are not included as a part of this posting. Offerors are required to follow the instructions in Section L of N00024-19-R-5393 for the process to request controlled attachments and exhibits.

IMPORTANT: In order to be considered for contract award, all offerors must be a United States (US) company or an independent US subsidiary. However, subject to the applicable laws, regulations, and the terms of the solicitation, foreign contractors may act as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State.
