Description

NAVSUP Fleet Logistics Center, Sigonella (FLCSI) site Rota, Spain (FLCSD) is conducting a market survey to determine industry capabilities. Firms having the capabilities to perform the tasking described in the attached Performance Work Statement (PWS) are encouraged to respond. Determination by the Government on the method of competition for this requirement has not been established. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Any information submitted by respondents to this notice is strictly voluntary. The Government will not award any contract based on the information received from this Sources Sought Notice. NAVSUP FLCSD is interested only in identifying interested and capable businesses, and to stimulate industry awareness and gain feedback to improve the acquisition environment/ process.

In order for the Government to make a determination, it is emphasized that contractors provide sufficient written information to indicate their capacity and capability to successfully meet the requirement. If interested, it would interest the Government to provide the following information:

  1. Business size category
  2. DUNS number and CAGE code;
  3. GSA, Seaport, SEWP, or any established contract vehicle numbers;
  4. Demonstrate your company's ability and capacity to provide required items; and include any past performance information on Government contracts of similar nature, size, scope and complexity.

All interested parties should provide a Statement of Capability. Electronic responses (i.e. email) are preferred and telephonic request for information will not be honored. No request for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.

The objective of this contract is for a contractor to accomplish repair and refurbishment of the MK-41 Vertical Launch Systems (VLS) on board the U.S. Navy and/or other military type vessels. The MK-41 VLS is used on US Navy surface combatant and multiple allied Navy platforms and has successfully launched over 4,200 missiles with approximately a 99% launch success rate since program inception and plays a critical role in many operational matters.

Background
NAVSUP Fleet Logistics Center, Sigonella (FLCSI) site Rota, Spain (FLCSD) is conducting a market survey to determine industry capabilities for the repair and refurbishment of the MK-41 Vertical Launch Systems (VLS) on board U.S. Navy and/or other military vessels.

The goal of this contract is to support the Forward Deployed Regional Maintenance Center in enhancing mission readiness onboard US Navy destroyers homeported in Rota, contributing to NATO's missile defense capability in Europe.

Work Details
The contractor shall provide management, technical support, certifications, labor, material, equipment, and facilities necessary for the repair and refurbishment of MK-41 Vertical Launch Systems (VLS). Specific tasks include:
1. Support simultaneous repair and refurbishment of MK-41 VLS for multiple US vessels.
2. Inspect equipment/systems to determine repair options and provide recommendations.
3. Notify the Government within 24 hours of discovering conditions affecting the repair schedule.
4. Submit Condition Found Reports (CFRs) within five working days of discovery detailing:
- Contract identification
- CFR number
- Work Item number
- Date discovered
- Description of work requirement
- Specific location of work
- Recommendation for corrective action
- Changes to internal milestones and production dates.
5. Conduct ship visits for technical support, inspections, repairs, and equipment removal.
6. Provide qualified personnel including journeymen mechanics and technicians.
7. Implement repairs/refurbishment including Quality Assurance Inspections and Certifications.

Place of Performance
Contractor’s facility; additional work may be performed at various job sites as identified in individual task orders.
