This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP), nor is it construed as a commitment by the Government. This synopsis is prepared in accordance with guidance in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming Firm Fixed Priced solicitation for materials and services in support of the Naval Surface Warfare Center Indian Head (NSWC IHD).

The Naval Surface Warfare Center Indian Head Division (NSWC IHD), Contracts Department intends to award a contract for the procurement of MK 38 MOD4 Machine Gun System (MGS) and associated equipment on a sole source basis to MSI-Defence Systems US LLC (MSI-DS) (7XRR8), 1298 Galleria Boulevard, Rock Hill, SC 29730-6671. MSI-DS is the only qualified vendor capable of providing the Mk 88 Mod 4's as MSI-DS is the original designer, developer, and the only manufacturer of the MK88 MGS, which has already been tested and installed aboard various U.S. Navy and Coast Guard platforms.

This requirement will be a sole source effort. The NAICS Code is 332994. The solicitation will be restricted under 10 U.S.C. 2304 (C) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements.
