Background
The Naval Sea Systems Command (NAVSEA), Surface Systems Contracts Division (SEA 025) is issuing a Class Justification and Approval (CJ&A) for the procurement of MK 20 Mod 1 Electro-Optical Sensor Systems and support equipment.

This contract is awarded on a sole source basis to L3Harris of Northampton, Massachusetts, as they are the only responsible source capable of fulfilling the agency's requirements without unacceptable delays. The authority to act under this CJ&A expires on September 30, 2028.

Work Details
The EOSS MK 20 MOD 1 is an integral component of the MK 34 Gun Weapon System (GWS). It includes:
- An above deck, self-stabilized pedestal with elevation over azimuth orientation.
- An electro-optical sensor suite comprising:
- Daylight Imaging Sensor
- Thermal Imaging Sensor
- Laser Range Finder
- Deck equipment enclosures that host associated equipment.
- A Power Supply Unit and an Interface Electronics Unit that support the primary interface to the ship.

The actions under this CJ&A will procure engineering support, spares, and provisioned item orders spanning from FY 2026 through FY 2028.

Bidder Requirements
L3Harris is identified as the Original Equipment Manufacturer (OEM) for the EOSS MK 20 MOD 1 system and possesses unique capabilities necessary for production. No other sources have the required Level 3 Technical Data Package (TDP) with sufficient data rights to enable a build-to-print competition. Any alternative vendor would require approximately 79 months to manufacture and qualify the first Optical Sensor System, which would result in unacceptable delays.
