Miter Gate Strut Arm Assemblies

Background
The U.S. Army Corps of Engineers - St. Paul District is seeking a contractor to fabricate and deliver Miter Gate Strut Arm Assemblies for the overhaul of miter gates used in Mississippi River locks. This contract aims to ensure the operational integrity and safety of these critical infrastructure components.

Work Details
The contractor is required to fabricate and deliver four (4) Miter Gate Strut Arm Assemblies, with an option for four (4) additional assemblies. Each assembly will be 18 feet 4 inches in length and constructed from various grades of steel. The following specifications apply:
- Fabricator must possess one of the following AISC certifications:
- IBR: Certified Bridge Fabricator - Intermediate with critical fracture endorsement
- ABR: Certified Bridge Fabricator - Advanced with fracture critical endorsement
- HYD: Certified Hydraulic Steel Structures Fabricator (includes fracture critical endorsement)
- Certification under the AISC Quality Certification Program with an endorsement for applying sophisticated paint systems (SPS) in Category P1, P2, or P3 is required.
- Extensive quality control (QC) and quality assurance (QA) testing will be conducted for casting, machining, and painting processes.
- Delivery location: USACE Fountain City, WI Service Base.

Period of Performance
Delivery is required no later than July 1, 2027.

Place of Performance
USACE Fountain City, WI Service Base.

This solicitation is a Small Business Set Aside - Total (SBA). Bidders must be fully registered to be eligible for Federal Government contracts.

This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on W912ES22C0002 awarded to G & G Steel ($20,010,278; 03/10/22–04/01/27) for fabrication of miter gate assemblies for Upper Mississippi River locks (Lock & Dam 6, 7, and 9). The prior work involved fabricating, testing, painting, and delivering miter gate components for lock overhauls, which aligns with the current requirement to fabricate and deliver miter gate strut arm assemblies (including similar steel fabrication, QC/QA testing, and painting requirements) as part of the Mississippi River lock miter gate overhaul effort.
