Background
The draft RFP is for N0042124R0007, Mission Systems Group’s (MSG) Avionics Engineering Department. The final MSG AED RFP is anticipated to be released via Procurement Integrated Enterprise Environment (PIEE) by mid to late January 2024 with an anticipated thirty (30) calendar days for proposal submission. The contract will be a Single Award Indefinite Delivery/Indefinite Quantity contract. The contract includes Cost-Plus-Fixed-Fee (CPFF) contract line item numbers (CLINs) for labor; cost reimbursable (no fee) CLINs for Other Direct Costs (travel and material). The contractor will be required to have a TOP SECRET facility clearance and up to TOP SECRET clearances for personnel.

Work Details
The contractor is required to provide engineering, technical, and program management support services and associated supplies for aviation mission systems and avionics requirements and the operations of the Mission Systems Group of NAWCADPAX. The tasks include system design, hardware development, software development, system integration, system engineering, integration, design, development, analysis, prototyping, tests and evaluation, in service sustainment support to various Naval aviation platforms. Additionally, the contractor shall provide support for technical laboratory activities and software life cycle maintenance (LCM), quality evaluation (QE), and configuration management (CM) for the product baseline software across multiple current programs. The contractor shall also provide logistics support including detailed analysis and comprehensive logistics plans in support of Naval Air Systems Command Integrated Logistical Support (ILS) objectives.

Period of Performance
The contract is for an ordering period of five (5) years.

Place of Performance
Approximately 86 percent of work will be performed at Government sites (NAWCAD, Patuxent River MD and Marine Corps Base Quantico) and 14 percent of work will be performed at the Contractor site.
