Background
The Mission and Installation Contracting Command (MICC), Theater Support Center (TSC) is issuing a Draft Request for Proposal (RFP) for Mission Support Services (MSS) at White Sands Missile Range (WSMR). This requirement supports the Army Test and Evaluation Command (ATEC) and aims to provide specialized personnel for Engineering, Technical, Maintenance, and Administrative support services.

The services will facilitate data collection and analysis, instrumentation development, modeling and simulation, research, assessment, and technical services to support experimentation, testing, research, assessment, development, and training in alignment with National Security objectives. WSMR is recognized as the largest open-air land test range in the Department of Defense (DoD), equipped with advanced facilities for various military testing operations.

Work Details
The contractor will be responsible for providing a range of services as outlined in the Performance Work Statement (PWS) dated 18MAR2025. Key tasks include:
1. Engineering Support Services to assist in experimentation and testing.
2. Data collection and analysis to support military readiness.
3. Instrumentation development for various testing scenarios.
4. Modeling and simulation capabilities to enhance test outcomes.
5. Administrative support services related to the above activities.
6. Compliance with environmental regulations as specified in Attachment 0001.
7. Coordination with government personnel while maintaining non-personal service standards.

Period of Performance
The contract will have a 3-month phase-in period starting from March 1, 2026, followed by a 9-month base period from June 1, 2026, to February 28, 2027. There are four additional option periods of 12 months each extending through February 28, 2031.

Place of Performance
The contract will be performed at White Sands Missile Range (WSMR), New Mexico.
