Mission and Installation Contracting Command (MICC), Theater Support Center (TSC), hereby issues Amendment 0003 against Solicitation W51EW7-25-R-A003 for Mission Support Services (MSS) at White Sands Missile Range (WSMR) in support of Army Test and Evaluation Command (ATEC).

The purpose of Amendment 0003 is to revise the listing categories of Amendments 0001 and 0002 from "Special Notice" to "Solicitation" as reflected in the Solicitation Module of Procurement Integrated Enterprise Environment (PIEE).

Offerors shall acknowledge this Amendment within their proposal in Block 14 herein.

As a result of this Amendment, the solicitation closing date and time remains unchanged at 16 July 2025, 2:00 pm CT.

All other terms and conditions of Solicitation W51EW7-25-R-A003 remain unchanged and in full force and effect.

Background
The Army Test and Evaluation Command (ATEC) is seeking to acquire Mission Support Services (MSS) at White Sands Missile Range (WSMR). This contract aims to provide engineering support services to the White Sands Test Center (WSTC) in support of experimentation, testing, research, assessment, development, and training related to National Security.

WSMR is the largest open-air land test range in the Department of Defense (DoD), facilitating a wide range of military testing and analysis activities. The goal of this contract is to enhance military readiness through comprehensive support services.

Work Details
The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform the following services:
1. Engineering Support Services for various test operations including fabrication services and ammunition supply point management.
2. Open-Air Operations Support Services including both non-day-of-test and day-of-test support.
3. Support by Test Facility which includes various specialized facilities such as Environmental Test Chambers, High Energy Laser Systems Test Facility, and others.
4. MRTFB Test Capabilities including Electronic Attack Test Capability and Large Blast Thermal Simulator Mission Support.
5. Quality Control Plan development and maintenance ensuring compliance with performance standards.
6. Emergency action planning for mobilization or disaster response.
7. Telework Plan development for continuity of operations during emergencies.

Place of Performance
The work will primarily be performed at White Sands Missile Range (WSMR) and may also include other locations within the Continental United States (CONUS) and Outside Continental United States (OCONUS) as determined by mission requirements.
