The NASA/Johnson Space Center (JSC) plans to conduct a Preproposal Conference for the Mission Enabling Services Contract (MESC) Request for Proposal (RFP). This notice is to provide the MESC Preproposal Conference date, time, and registration process.
Attendance at the MESC Preproposal Conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission and will not be considered in the evaluation.
PURPOSE
This Preproposal Conference is intended to assist industry in understanding NASA's requirements for the MESC RFP. This conference will be Virtual Only utilizing Microsoft Teams.

The Preproposal Conference will include a Question & Answer (Q&A) session. The Government will unofficially answer as many questions as possible during the Q&A session. The Government will officially respond to all written questions received before and during the Preproposal Conference by posting responses to the beta.SAM.gov and MESC websites. Industry is encouraged to submit any questions in advance of the Preproposal Conference. All questions should be submitted by email to mesc@mail.nasa.gov. The deadline for submitting questions regarding the conference and the RFP is Thursday, September 9, 2021 at 4:00pm CDT.
No recordings of any kind are permitted of the Preproposal Conference Presentation.

NASA/JSC plans to issue a Request for Proposal (RFP) for Mission Enabling Services Contract (MESC). The purpose of MESC is to provide development, sustainment, and maintenance of specialized and highly specialized mission-enabling applications and services to the JSC Flight Operations Directorate (FOD) and its affiliate organizations. The MESC requirements span the flight support requirements of NASA/JSC and is also for the benefit of its external customers and partners, including, but not limited to, other NASA centers, International Partners, other Government organizations, and affiliated commercial enterprise partners.
The Government does not intend to acquire a commercial item using FAR Part 12.
This acquisition is a partial small business set-aside.
The NAICS Code and Size Standard are 541512 and $30M, respectively.
The anticipated release date of RFP is on or about August 26, 2021 with an anticipated offer due date of on or about September 27, 2021.
All responsible sources may submit an offer which shall be considered by the agency.

Background

Work Details
The Mission Enabling Services Contract (MESC) Statement of Work (SOW) consists of two independent baseline sections and an independent Indefinite-Delivery/Indefinite Quantity (IDIQ) section. Baseline A includes NASA Aircraft Management Information System (NAMIS) Services, while Baseline B includes Spaceflight Enabling Services. The IDIQ section covers Management and Mission Support Services as well as Advanced Research and Development Technology Support. Each baseline section details the scope of services, resource approximations, DRD changes, and due dates for DRDs.
Period of Performance
The period of performance for Baseline A is from 8/01/22 to 9/30/27 with various phases including Phase-In Period, Basic Contract, Option 1-Year 2, and Option 2-Year 3. The IDIQ section has a 5-year Ordering Period from 10/01/22 to 9/30/27.
Place of Performance
The place of performance for the contract is at NASA Johnson Space Center in Houston, TX.
