This is a synopsis of contract action (SOCA); this is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZF will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this SOCA or any follow-up information requests. The purpose of this SOCA is to notify industry of the USAF's intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.) please do not request a copy of solicitation, as one does not exist.

The AFTC Contracting Directorate (AFTC/PZZF), Edwards AFB intends to issue a sole source, Firm-Fixed Price Contract under the authority of 10 United States Code (USC) 2302(b), as implemented by FAR 13.106-1(b)(1)(i) and DAFFARS 5313.501 to ZDAAS LLC, 1000 STEWART AVE STE B5, GLEN BURNIE, MD 21061 USA. The applicable NAICS is 334112 with a size standard of 250 employees.

The following is a brief description of the name-brand acquisition requirements:

1. 145 EA COLUMBIA DC113X4 VHF/UHF DISCONE ANTENNA 100% EQUAL TO THE GENERAL DYNAMICS MODEL UVU-200 DISCONE ANTENNA, Part Number# 85-P35990M001-C-3 EXCEPT THAT IT HAS OUR P/N: DC113X4 ON THE ID PLATE.

Market Trends: The market for mission control room equipment is relatively stable, with a focus on ergonomic design and secure equipment housing.

Commercial Practices: Standard commercial practices apply, including warranties and maintenance agreements.

Barriers to Entry: The primary barrier to entry is the requirement to match existing systems and equipment at the RANS.

Commercial Item/Non-Developmental Item Assessment: The racks and console tables are likely considered commercial items, as they are widely used in various industries. The requirement to match existing systems may necessitate a sole-source justification.

Description of Need Identified by the Organization: The 412 RANS/ENREE Squadron VHF/UHF Base Station Antenna UVU-200.

Failure to upgrade VHF/UHF Base Station Antenna UVU-200 will result in the inability to safely and effectively conduct flight and ground testing at Edwards AFB.

Delivery: 30 Weeks ARO

There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirements. In addition, the response should include verification of the Offeror's Representation and Certifications Commercial Items in accordance to FAR 52.212-3. If the offer does not have a copy of this provision, go to http://www.sam.gov/ to load the required information. Any response received without completing this registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e. Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR part 12.

All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement.
