Synopsis:

This Combined Synopsis/Solicitation (CSS) is issued as a Request for Proposal (RFP) as a set aside for small businesses.

This is a CSS for commercial services prepared in accordance with the procedures in Federal Acquisition Regulation (FAR) Subpart 12.6 and is being utilized in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15.101, Best Value Continuum. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01. In accordance with (IAW) FAR 12.603(c)(2)(i), this announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
