Description

Environmental Resource Services (Service Contract) for one (1) Indefinite Delivery Contract for Environmental Services for Civil Works, Military and Work for Others Projects primarily at Various Locations in the Los Angeles District (Southern California, Southern Nevada, Southwestern Utah and Arizona including South Pacific Division (SPD) Area of Responsibility).

The Majority of the work and services will be for Civil works projects however there will be a smaller portion of the work and services that will be in support of Military projects. It is anticipated that there will be one

(1) Indefinite Delivery Contract award resulting from this solicitation to the responsible offerors whose proposal will provide the Best Value to the Government. The award will be made to the proposal offering

the best value to the Government based on stated criteria, evaluation factors, rating scheme and price proposals. The top rated firm will be awarded the contract. The ordering period is for a Five (5) year Base period with no options. The estimated contract start date is December 2021.

2. PROJECT INFORMATION: The work to be performed under this contract is focused on the delivery of various environmental services to support the various business lines/programs of the U.S. Army Corp of Engineers (Corps), including Civil Works, Planning, Operations, Military, Real Estate, and Interagency and International Services (IIS). Work would support various water resources-related infrastructure and feasibility projects (e.g., flood risk management, navigation improvements, shoreline protection, development of public recreation opportunities, and environmental/ecosystem restoration), master plan development, and any associated mitigation efforts. Locations include all areas within the Los Angeles District (District) civil works and military boundary to include southern California, southern Nevada, southwestern Utah, Arizona, and all other areas served by the District.

This IDIQ is designed to obtain the professional expertise in all pertinent biological and environmental resources disciplines, research facilities, equipment, materials, plant and labor to provide the environmental resources services described in the scope of work contained in individual orders issued by the Contracting Officer. These services may include biological resources literature searches, reconnaissance studies, intensive surveys , construction monitoring, vegetation/habitat assessment, habitat restoration/mitigation, mapping and geographic information system support, and investigations, analyses, and documentation necessary to support the National Environmental Policy Act (NEPA), the California Environmental Quality Act (CEQA), and other applicable laws and regulations, such as, but not limited to, the Clean Water Act (CWA), the Clean Air Act, the Coastal Zone Management Act (CZMA), the Endangered Species Act (ESA) or the California Endangered Species Act (CESA). NEPA compliance may be required for a broad spectrum of projects including flood damage reduction, navigation improvements (and dredged material management), environmental restoration and enhancement, development of public recreation opportunities, military construction projects, and environmental remediation of properties that were formerly owned by, leased to, or otherwise possessed by the Federal government and under the jurisdiction of the Secretary of Defense (i.e., Formerly Used Defense Sites or FUDS). This could include provision of complete NEPA/CEQA documentation in the form of Biological Assessments (BAs), Environmental Assessments (EAs), Supplemental Environmental Assessments (SEAs), Environmental Impact Statements (EISs), EIS Addendums, Mitigation Action Plans (MAPs), and other NEPA-related supporting documents and notices. Such documents include, but are not limited to, an assessment of the environmental resources (e.g., physical environment, aesthetics, water quality, land use, air quality, noise, transportation, utilities) within the planning area that would be directly, indirectly, or cumulatively affected by any proposed action. Any or all of the above services may be required during the period of this contract.
