Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM)

Department of the Air Force, Air Force Materiel Command, AFNWC/NMAB

BACKGROUND:

The Air Force (AF) is in need of assets to maintain MMIII through transition to Ground Based Strategic Deterrent (GBSD). This solicitation includes production of:

  • Propulsion System Rocket Engine (PSRE) Semitrailer (PST)
  • Pocket Motor Semitrailers (RMS)

DESCRIPTION:

The Propulsion System Rocket Engine (PSRE) Semi-Trailer (PST) will be used to provide transportation of PSREs between the Depot, Missile Wings, and Test Facilities.

The Rocket Motor Semitrailer herein termed RMS, used in conjunction with a four axle truck tractor shall be used with present motor carriages and handling equipment to provide storage, shelter and transportation for the Rocket Motors of the Minuteman system. (NOTE: The tractor in itself is not a part of this specification other than it is provided herein as applicable reference information.)

RESPONSES:

This draft Request for Proposal (RFP) is posted for the purposes of obtaining feedback from industry partners regarding solicitation documentation prior to official RFP release. This is not an RFP and the Government is not requesting a proposals. No award will be made in response to this draft RFP posting.

  • Complete Phase One: November 2023
  • Complete Phase Two: May 2025
  • Milestone C, Begin Production: June 2025
  • PCA for PST: Oct 2026
  • IOC for PST: Oct 2026
  • FOC for PST (complete all production units): June 2027
  • PCA for RMS: Jan 2027
  • IOC for RMS: Jan 2027
  • FOC for RMS (complete all production units): Feb 2029

Specific Feedback Requested:

  1. Is the Statement of Work clear and executable?
  2. Is the bidder library complete? Is any additional information needed for proposal development?
  3. Are drawings sufficient for evaluation and use for execution of the program?
  4. Does the section L and M contain errors or clear omissions?
  5. Does industry have any specific concerns with planned contract structure, CLINs, contract types, clauses, and/or schedule dates?

Notes:

  1. The full contract data requirements list (CDRL) package with associated 1423s will be provided with the official RFP.
  2. Exchanges of source selection information between the USG and Offerors will be controlled by the PCO. E-mail may be used to transmit such information only if the e-mail can be sent encrypted and must include Source Selection Information See FAR 2.101 and 3.104 in the subject line of the e-mail. Otherwise, source selection information will be transmitted via DoD SAFE.
  3. All documents except the Bidder's Library will be made upon eligible request via this draft RFP and through Sam.Gov. The Bidder's Library including all prints will be sent directly to bidders upon eligible request via DoD SAFE. See Eligibility Requirement for details.

ELIGIBILITY REQUIREMENT:

The distribution of the incorporated documents including bidders library with any and all drawings is limited to contractors with a DD 2345 certified by the Defense Logistics Information Service, Joint Certification Program (1-877-352-2255) and who have a legitimate business purpose. As such, Statement of work cannot be provided to a contractor without a certification. Contractors who would like to become certified can find the form and instructions at:

Interested parties are advised that certification of a DD Form 2345 may take time, so completion and submission of that form as soon as possible is highly recommended.
