You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center's Minor Construction Contracts V (MCC-V) solicitation. The principal purpose of this requirement is to provide support performed in the construction category which may include, but is not limited to, maintenance, repair, painting, alteration, architectural, mechanical, electrical, plumbing, heating/air conditioning, civil, earthwork, fencing, structural, steel fabrication and or welding, roofing, building renovations, building construction, demolition, and United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) projects.

NASA will conduct this acquisition as a 100% Small Business Set-Aside competition. The North American Industry Classification System (NAICS) code for this acquisition is 236220 - Commercial and Institutional Building Construction and the small business size standard is $45M.

This competitive acquisition will result in a Multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with firm-fixed-price task orders. The contract will have an effective ordering period of five years from the contract effective date

The anticipated contract award date is March 13, 2024, with a March 26, 2024 contract effective date. The contract will be performed onsite at NASA (MSFC).

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government's right to award a contract without discussions.

In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy required all acquisition-related documents be released in Adobe Portable Document Format (PDF).

Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. This RFP does not commit NASA (MSFC) to pay any proposal preparation costs, nor does it obligate NASA (MSFC) to procure or contract for these services. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

Proposals submitted in response to this solicitation shall be due no later than 12:00 p.m. Central Time December 7, 2023. Proposals for this solicitation are required to be submitted through NASA's Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA's EFSS Box, are encouraged to review the solicitation instruction entitled Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA's EFSS Box which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA's EFSS Box.

Background
The National Aeronautics and Space Administration (NASA)/George C. Marshall Space Flight Center (MSFC) has issued Amendment 0002 to the Request for Proposal (RFP) for the Minor Construction Contracts-V (MCC-V) requirement. The purpose of Amendment 0002 is to respond to questions and provide answers/clarifications. All other terms and conditions remain unchanged and in full effect.

Work Details
(b) Under this Firm Fixed Price IDIQ the Prime Contractor work will be performed in the construction category which may include, but is not limited to, maintenance, repair, painting, alteration, architectural, mechanical, electrical, plumbing, heating/air conditioning, civil, earthwork, fencing, structural, steel fabrication and or welding, roofing, building renovations, building construction, demolition, and United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) projects. All work shall be initiated through task orders issued Attachment J-5 Task Order Procedure.

Period of Performance
The period of performance for this contract is from 03/26/2024 through 03/25/2029.

Place of Performance
The Contractor shall perform the work under this contract at Marshall Space Flight Center (MSFC), and at such other locations as may be approved in writing by the.
