Description

The U.S. Army Corps of Engineers New England District is issuing a Solicitation Notice a Blanket Purchase Agreement (BPA) to provide an indefinite quantity of minor building construction to the U.S. Army Corps of Engineers project sites located throughout the Lower Connecticut River Basin in Massachusetts, to include the following locations: Barre falls Dam, Barre, MA, Tully Lake and Birch Hill Dam, Royalston, MA and Knightville and Littleville Lake, Huntington, MA.

THE WORK CONSISTS OF: The Contractor shall furnish all labor, equipment, and supplies necessary to deliver minor building construction needed for each BPA call under the agreement.

THE GOVERNMENT INTENDS TO AWARD UP TO THREE (3) BPAS FROM THIS ONE SOLICITATION.

The period of performance of the resulting agreement will be 36 months from the date of award. The BPA Master Limit is $250,000; where no single BPA Call may exceed $25,000 in total cost.

In accordance with FAR 13.303-3(a)(2), the Government is obligated only to the extent of authorized purchases actually made under the BPA.

This is a request for offers at this time. The solicitation requirements and contract documents, to include instructions for submission, and the response date are within this solicitation. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.SAM.gov).

This procurement is set-aside for small business vendors. The applicable NAICS code is 236220 with a Small Business Size Standard of $45 Million.

ALL OFFERORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY OFFEROR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON-RESPONSIVE.

Background
The U.S. Army Corps of Engineers – New England District is issuing a Solicitation Notice for a Blanket Purchase Agreement (BPA) to provide an indefinite quantity of minor building construction services at various project sites located throughout the Lower Connecticut River Basin in Massachusetts.

The goal of this contract is to maintain and improve the facilities managed by the U.S. Army Corps of Engineers, ensuring they remain functional and safe for use.

Work Details
The Contractor shall furnish all labor, equipment, and supplies necessary to deliver minor building construction services as needed for each BPA call under the agreement. The work may include but is not limited to:

- Roof repair (including framing, decking, shingles, metal, membrane)
- Siding and trim repair & replacement
- Sheetrock and drywall repair & replacement
- Building insulation repairs and upgrades
- Framing and finish carpentry
- Flooring repair or replacement (wood, tile, vinyl & carpet)
- Interior and exterior door/window replacement and repair
- Garage door replacement and repair
- Painting (interior & exterior)
- Fencing repairs/upgrades (wooden, chain-link, metal)
- Plumbing repairs/upgrades
- Electrical repairs/upgrades
- HVAC repairs/upgrades
- Masonry/concrete repairs/upgrades
- Asphalt sealing/striping
- Gravel road repairs/upgrades
- Stone wall repairs/upgrades
- Guardrail repairs/upgrades. Each BPA call may not exceed $25,000 in total cost.

Period of Performance
The period of performance for the resulting agreement will be 36 months from the date of award.

Place of Performance
The construction projects will be performed at various locations in Massachusetts including:

- Barre Falls Dam in Barre, MA;
- Birch Hill Dam and Tully Lake in Royalston, MA;
- Knightville Dam and Littleville Lake in Huntington, MA.
