Background
The Minneapolis Veterans Affairs Medical Center (VAMC) is seeking to procure wheelchair transportation services for patients within the Veterans Health Administration (VHA) Minneapolis Health Care System. The goal of this contract is to ensure reliable and safe transportation for wheelchair-bound veterans, facilitating their access to medical care and services. This solicitation is set aside for small businesses, emphasizing the commitment to support local and veteran-owned enterprises.

Work Details
The contractor will provide wheelchair-bound patient transportation services, which include:
1. Sufficient vehicles, drivers, and attendants as required to transport patients to and from the Minneapolis VAMC within the VISN 23 area, including Wisconsin and upper Michigan peninsula.
2. Rates must cover vehicle use and qualified driver services, with additional charges applicable for attendants when necessary.
3. Payment will be based on a base rate plus mileage from the pick-up point to the destination, with specific provisions for no-load situations where a veteran is not transported.
4. Waiting time will be compensated after an initial quarter-hour allowance.
5. Vehicles must comply with all state regulations regarding safety and accessibility, including securement devices for wheelchairs.

Period of Performance
