Background
Washington Headquarters Services / Acquisition Directorate (WHS/AD) is releasing this solicitation, electronically only, via the Procurement Integrated Enterprise Environment (PIEE) web platform: https://piee.eb.mil/. This electronic version of the Request for Proposal (RFP) is the official version for this acquisition. No hard copy of this Solicitation will be issued. Offerors will be notified of any and all applicable amendments to this Solicitation electronically. Offerors shall submit their Proposal electronically. Any Proposal received after the due date and time specified for receipt will be considered late and will be rejected. Electronic transmission to a Government system is not instantaneous and delays in transmission often occur. Offerors are solely responsible for ensuring its proposal is successfully submitted and received by the proposal due date and time. The Government takes no responsibility for any delays in the transmission of an Offeror’s electronic submission. The Government also takes no responsibility for any offers not received due to technical, systemic, or server issues.

Work Details
The contractor shall provide Ministry of Defense Advisors ('MoDA') Instruction and Training Management Program Support Services, ('IAW') Performance Work Statement ('PWS') PART 5 - SPECIFIC TASKS, the Solicitation, attached documents, and all other applicable requirements listed in this document. Valuation, are applicable for this line item.

The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent.

The contractor shall provide Operational Readiness & FACT Equivalency Training services, ('IAW') Performance Work Statement ('PWS') PART 5 - SPECIFIC TASKS, the Solicitation, attached documents, and all other applicable requirements listed in this document. Valuation, are applicable for this line item.

The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent.

The contractor shall provide Other Direct Costs to include materials, equipment, and supplies, ('IAW') Performance Work Statement ('PWS'), PART 1 - GENERAL INFORMATION, Section 1.6.16, of the attached documents, and all other requirements listed in this document. Valuation are applicable for this line item.

The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent.

Travel costs shall be approved in advance by the 's Representative ('COR'). Funding under this line item will be disbursed on a reimbursable basis once the COR has determined allowability of costs incurred in stipulations regarding usage of this line item.

Period of Performance
The contract performance period is from May 1st, 2024 to April 30th, 2027.

Place of Performance
The place of performance is at Destination as specified for each CLIN.
