Description

This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested.

The National Institutes of Health (NIH) intends to award a firm fixed price purchase order to Alliant Enterprises LLC of Grand Rapids, Michigan 49505-6014.

The purpose of this acquisition to replace ten (10) Mindray Anesthesia Systems currently located in the Department of Perioperative Medicine (DPM). The Mindray A9 Anesthesia System possesses both a unique and required capability, the (HFNC) High Flow Nasal Cannula built into the Anesthesia machine. High Flow Nasal Cannula is a modality of oxygen delivery that has recently been shown to be beneficial in the perioperative setting by extending the apneic window in patients with difficult airways and supporting ventilation during ENT surgery, gastrointestinal endoscopy, and procedural sedation. In the Department of Perioperative Medicine(DPM's) procurement of anesthesia machines, integrated HFNC capability is a required feature. While there are several HFNC apparatus that can be used as an adjunct piece of equipment to an anesthesia machine, there is only one anesthesia machine manufacturer, Mindray discovered during market research that has an integrated oxygen source, air/oxygen gas blender and display of HFNC gas flow and oxygen percentage parameters built into the anesthesia machine itself. The benefit of having the oxygen and air sources as well as air/oxygen gas blender built into the anesthesia machine is that additional wall sources of gases are not required. In many of DPM's operating rooms and off-site anesthesia locations, additional oxygen and air outlets are not available. Furthermore, the digital reading of oxygen percentage and flow rate on the anesthesia machine allow for that data to be captured automatically by the electronic health record, freeing the clinician from manual documentation to direct more attention to the patient.

The proposed vendor, Alliant Enterprises LLC, a (SDVOSB) Service-Disabled Veteran Owned Business is the only authorized distributor of the Mindray A9 Anesthesia Systems on behalf of Mindray North America.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation 13.501 Special documentation requirements for sole source acquisitions exceeding the Simplified Acquisition Threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

Interested parties may identify their interest and submit capability statements in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
