Background
The Mill Creek Diversion Dam Fish Ladder project is initiated by the U.S. Army Corps of Engineers, with the aim of constructing a new fish passage facility and modifying existing structures at the Mill Creek Diversion Dam in Walla Walla, WA.

The project is designed to meet agency fish passage and flood control criteria, ensuring the ecological integrity of local fish populations while maintaining flood protection.

Work Details
The scope of work includes:
1. Construction of a new right-bank vertical-slot fish ladder, including juvenile and low-flow bypass channels.
2. Installation of vertical slide gates operated by variable frequency drives (VFDs) with manual overrides for water flow control.
3. Implementation of cameras for fish counting capabilities.
4. Installation of perimeter fencing for security and public safety, along with walkways, guardrails, and stairs for maintenance access.
5. Modifications to the existing levee, diversion dike, and stilling basin on the right bank to accommodate improvements.
6. Partial concrete demolition of existing diversion dam wing walls to incorporate the new fish passage structure, followed by reinforced concrete placement and rebuilding of excavated portions with riprap restoration on both sides of the new fish ladder.
7. Replacement of a bicycle path along the new levee alignment and accommodations for future installation of PIT tag antennas.
8. The contractor must manage water diversion around the worksite during construction, particularly during in-water work windows (July-September) where flows are expected between 25 to 40 cfs, and during flood seasons where flows can exceed 6,000 cfs.
