Background
The Military Sealift Command requires a comprehensive Unlicensed Mariners to Licensed Mariner Training Program (AB-to-Mate). The goal of the program is to produce licensed Third Mates qualified for any gross tons upon oceans / Officers-in-Charge of Navigational Watch (OICNW). This program includes a suite of United States Coast Guard (USCG)-approved training, full-mission bridge simulation experiences, instructor-facilitated license exam preparation, tutoring, and assistance with student’s license application and USCG examinations. The contractor is responsible for providing on-campus lodging and full meal services.

Work Details
The Contractor shall provide a resident student AB-to-Mate program to train, partially-qualify, prepare and assist CIVMARs in becoming USCG licensed Third Mates. The training facility must include classrooms, lodging, and dining facilities. Specific tasks include:

- Providing courses listed in the solicitation;
- Conducting program surveys upon completion;
- Issuing course completion certificates;
- Invoicing for completed programs;
- Notifying the COR about student attendance issues;
- Ensuring only registered MSC students are enrolled;
- Providing tutoring and remedial assistance;
- Invoicing separately for retakes if necessary.

The courses include Advanced Fire Fighting, Basic Shiphandling, Bridge Resource Management, Cargo Handling & Stowage, Celestial Navigation, Electronic Chart Display Systems, Emergency Procedures, GMDSS, Leadership Skills, Medical First-Aid Provider training, Meteorology, Radar Observer training, Search & Rescue operations, Ship Construction basics, Terrestrial Navigation, Visual Communications, and Watchkeeping.

Period of Performance
The contract will be performed over a base ordering period of five years with options to extend for additional five-year periods.

Place of Performance
The unclassified training program shall be conducted at the Contractor’s facilities in a campus-like setting that includes classrooms, lodging and dining facilities.
