THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract will be awarded from this notice. Only ldraft solicitations are available at this time.

Military Sealift Command (MSC) Norfolk has a requirement for lay berth and industrial assistance, with options for ship repair availabilities, for the T-AKE (dry cargo/ammunition) and ESB (expeditionary sea base) class vessels.

Please review the attached draft solicitations, provide feedback, and provide a response demonstrating your firm's experience in performing similar work. This procurement will be solicited under NAICS Code 336611, Ship Building and Repair, which has a size standard of 1,250 employees. Indicate if your company is a large or small business, and if a small business, indicate if you fall within any of the further classifications (HUBZone, SDVOSB, WOSB, etc.). Please provide your response to this sources sought notice by Friday, August 23, 2024, at 12:00 p.m. Eastern to damian.w.finke.civ@us.navy.mil.

MSC will host a question and answer session on Tuesday, August 20, 2024, at 1:00 p.m. Eastern via MS TEAMS. Contact Damian Finke at damian.w.finke.civ@us.navy.mil for a meeting link.

Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of shipyards available for this procurement. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.

Background
The Military Sealift Command (MSC) Norfolk has a requirement for lay berth and industrial assistance, specifically for the T-AKE (dry cargo/ammunition) and ESB (expeditionary sea base) class vessels.

This contract aims to provide necessary support for ship repair availabilities, ensuring operational readiness and maintenance of these vessels.

Work Details
The contractor shall provide facilities, services, labor, and materials to accomplish the following tasks:

1. Lay berth and industrial assistance including:
a. Provide a lay berth pier facility for USNS LEWIS AND CLARK (T-AKE 1).
b. Provide skilled labor to assist the crew in preventive maintenance and repairs during weekdays.
c. Supply supervision from an experienced individual with maritime credentials.
d. Provide additional skilled labor including electricians, refrigeration technicians, machinists, electronics technicians, and laborers.
e. Support deck and engine watch from 1600 hours till 0800 hours daily while the vessel is in lay berth.

2. Additional requirements such as emergent repairs and logistic support as requested via contract change orders.

3. Industrial Assistance during planned periods throughout Phase 1 with work items developed while the vessel is in lay berth.

Phase 2 includes preparation for Regular Overhaul/Dry-Docking of the vessel, ensuring all necessary management, procurement, production, testing, technical capability, resources, and quality assurance services are provided.

Period of Performance
The contract will be performed over multiple phases with specific periods outlined for each task; Phase 1 includes various tasks scheduled from March 2025 through September 2026.

Place of Performance
The work will be performed at locations on the US East Coast, Gulf Coast, or West Coast.
