Background
UNICOR, Federal Prison Industries, Inc. is issuing this solicitation for the procurement of commercial items, specifically military PT shorts for the Air Force. The goal of this contract is to provide high-quality, compliant fabric products necessary for military uniforms. This solicitation is set aside 100% for small businesses, adhering to the small business size standard of 500 employees.

Work Details
The contract involves the supply of various rolled fabrics for side panels and liners used in the production of Marine, Air Force, and Space Force trunks. The guaranteed minimum quantity is 10,000 yards with an estimated not-to-exceed quantity of 226,000 yards over the life of the contract. All fabrics must be compliant with the Berry Amendment and sourced domestically within the USA; no foreign items or components are acceptable. Each shipment must include a Certificate of Conformance (COC), applicable physical test results, and a packing slip as conditions for acceptance and payment. Items will be awarded individually, and more than one item may be awarded to a single offeror.
