Background
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) has a requirement for Military Personnel Support Services throughout Aberdeen Proving Ground, Maryland. This acquisition aims to provide essential support services and will be awarded as a single 5-year contract, set aside for competitive 8(a) certified small businesses.

Work Details
The contractor is expected to provide Military Personnel Office Support, requiring an initial workforce of 15 personnel based on a man-year of 1940. Key tasks include:

1. Program Manager must have a Bachelor's degree in relevant fields and at least 10 years of management experience.

2. Identification of Contractor Employees: A list of all employees must be provided, including names, job titles, and assignments.

3. Certifications: Employees must be trained and certified for specific roles before starting work.

4. Performance Requirements Summary: Monthly deliverables must report on tasks not meeting Acceptable Levels of Performance (ALP) and corrective actions taken.

5. General Requirements: A Kick-Off Meeting is required within 10 days post-award to deliver management and transition plans.

6. Personnel Management: The contractor must ensure personnel are qualified and maintain provisions for immediate removal if necessary.

7. Common Access Card issuance is mandatory for contractor employees to perform work under this contract.

8. Normal Operating Hours are Monday through Friday from 7:30 AM to 5:00 PM with core hours from 8:00 AM to 4:30 PM.
