Description

This acquisition is in support of the Military OneSource Program for military members and their families, similar to a commercial Employee Assistance Program (EAP). This program provides members of the Armed Forces and their families, about 4.7 million persons or participants at locations worldwide, with a broad array of information and referrals to both military and civilian resources as well as counseling services. Through one centralized source, the services provided by Military OneSource are available 24 hours a day, seven days a week (24/7), via the Internet, telephone (i.e., 800 number and collect calls), electronic mail (e-mail), postal mail, secure real-time messaging (i.e., chat), Artificial Intelligence (AI) chatbot, and, if requested, face-to-face counseling. This is a dynamic environment encompassing comprehensive support systems related to military members and their families.

The NAICS Code for this effort is 624190 - Other Individual and Family Services. The Product Service Code (PSC) is G099- Other Social Services. This contract will have a one-year base period and four, one-year option periods.

This contract will be a combination of Firm-Fixed Price (FFP), Firm-Fixed Unit Price (FFUP), Time and Materials (T&M) and Labor Hour (LH) Contract Line-Item Numbers (CLINs). The following is a list of tasks under these CLINs:

Work Details

2. **Call Center Operations and Support**: Providing 24/7 call center services; managing triage consultants; ensuring effective communication with participants.
3. **Information Technology (IT) OPS Management**: Supporting IT infrastructure necessary for call center operations; ensuring compliance with DoD cybersecurity mandates.
4. **Counseling and Coaching Services**: Delivering non-medical counseling, health and wellness coaching, and financial counseling both in-person and online.
5. **Strategic Outreach**: Conducting outreach efforts to promote program services; managing travel for outreach activities.
6. **Field Consultant Program**: Providing field consultant support as needed.
7. **Program Study and Evaluation Support**: Evaluating program effectiveness and participant satisfaction.
8. **Childcare Support**: Offering childcare resources as part of the program services.

Period of Performance
The contract includes a one-year base period with four additional one-year option periods.

Place of Performance
Services will be performed at various locations worldwide, including both CONUS (Continental United States) and OCONUS (Outside Continental United States) sites.
