This acquisition is proceeding as a Full and Open Competition, Invitation for Bid (IFB). This Procurement will be conducted under FSC CODE: Y1KF, NAICS Code: 237990. The size standard for this code is $45,000,000. All questions should be directed to Lisa Ip: Lisa.I.Ip@usace.army.mil.

Estimated Cost Range is between $10,000,000 - $25,000,000.

The work includes the dredging of MOTCO wharves 2 and 3 to -35-ft (MLLW) plus 1-ft of paid over-depth and transporting of the dredged material per the requirements in specification Section 00 10 00 PRICING SCHEDULE and 01 11 00 SUMMARY OF WORK, Munitions and Explosives of Concern (MEC) screening of dredged material to 3 inches, MEC clearing of the detention basin, construction of new berms and installation of reinforced polyethyline liners in the detention basin cells 1 and 2, discharge of effluent water from the detention basin cells 1 and 2 to the local wastewater system in accordance with the Delta Diablo Special Discharge Permit and disposal of MEC Debris. All material is suitable and shall be taken for disposal at the Detention Basin Cells 1 and 2.

NOTE:

a) In preparation for prospective to submit offers when the IFB is issued, it is imperative that all prospective Offerors (including their subcontractors) must be registered in the System for Award Management (SAM - www.SAM.gov) and the Procurement Integrated Enterprise Environment (PIEE) website in order to be able to view and download solicitation information, and to submit offers.

b) Solicitation documents, plans, and specifications are only available to be download from PIEE, which may be accessed at https://wawf.eb.mil OR https://piee.eb.mil OR https://piee.eb.mil/xhtml/unauth/home/login.xhtml.

c) Offers MUST BE submitted electronically through the PIEE website.

d) Registration should be completed one (1) week prior to the anticipated solicitation release date. USACE will not notify Offerors of any changes to the solicitation; Offerors must monitor PIEE and SAM for the solicitation to be posted, and for any posted changes or amendments.

Background
The Military Ocean Terminal Concord (MOTCO) is undertaking a construction and dredging project aimed at enhancing the operational capabilities of the terminal. The U.S. Army Corps of Engineers (USACE) is managing this procurement. The estimated cost range for this project is between $10,000,000 and $25,000,000.

Work Details
The scope of work includes:
1) Dredging of MOTCO wharves 2 and 3 to a depth of -35 feet Mean Lower Low Water (MLLW) plus an additional 1 foot of paid over-depth;
2) Transporting dredged material as specified in Section 00 10 00 Pricing Schedule and Section 01 11 00 Summary of Work;

7) Proper disposal of MEC debris. All materials are deemed suitable for disposal at the designated detention basin cells.

Place of Performance
The construction projects will take place at the Military Ocean Terminal Concord located in San Francisco County.
