Description

The objective of this requirement is to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract for MFF support services. The contractor shall be required to work closely with the designated Course Director (CD) and Contracting Officer Representative (COR) assigned by Commander, Explosive Ordnance Disposal Group TWO (COMEODGRU TWO), Virginia Beach, Virginia. The contractor shall provide an operation that includes fully qualified Accelerated Free Fall Instructors (AFFI), parachute riggers, contractor personnel who are capable of providing the required instructional support, parachute rigging / quality assurance inspection (QAI), and training services associated with the delivery of the course of instruction (COI) under the coordination of the respective CD and COR.

The Government intends to award a single award, Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract for Military Free Fall Training Support Services as a result of this solicitation in accordance with FAR Part 12, FAR Part 15 and FAR Subpart 16.5. The award will be made on a sole source basis to Complete Parachute Solutions, Inc. (CPS).

Background
The U.S. Navy's Explosive Ordnance Disposal Group TWO (COMEODGRU TWO) is seeking to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Military Free Fall (MFF) support services. The current Department of Defense (DOD) military free fall training sites lack the capacity to meet the operational requirements of the Navy EOD, necessitating instructional support and training services to restore qualification capabilities for personnel.

Work Details
The contractor will work closely with the designated Course Director (CD) and Contracting Officer Representative (COR) to provide fully qualified Accelerated Free Fall Instructors (AFFI), parachute riggers, and other personnel capable of delivering the course of instruction (COI). Key tasks include:

1. Providing all personnel and supervision for training and logistics as defined in the Performance Work Statement (PWS).
2. Conducting MFF courses consisting of 20 instructional days within a 26-day period, including three weather days.
3. Delivering training services that encompass course content, learning objectives, approved curriculum, lesson plans, trainee guides, and graded exercise test standards.
4. Supporting the implementation of a new parachute system by retraining and certifying contractor personnel on the MT-3/4 Parachute System.
5. Ensuring safety during high-risk training by allowing Navy EOD personnel to monitor contractor activities and performance.
6. Adhering to academic standards and providing remediation for students who encounter academic difficulties during training.

Place of Performance
The primary location for conducting MFF COI is Arizona due to its favorable climate that allows for approximately 300 jump days per year.
